System View Cell: A top down approach to Eurocontrol Brétigny’s Research Programme.

 

The System View Cell was set-up in mid-2004 with the following goals (EEC business plan):

 

System View Cell (SVC) develops and pilots the validation of operational concepts consistent with the targets defined in the ATM Master Plan (SESAME). SVC will address the associated business & performance assessment, safety assessment, operational requirements and validation activities in close co-operation with the EEC’s Research Area Managers and main actors of the air transport community.”

 

 

System View is a cross domain activity that aims to work with the Centre’s Research Areas and project managers through an integrated approach to concept validation.

This starts with a top down view based on the Business Plan objectives, for example, the coordination of our target research concept, whilst ensuring the integration of bottom up activities, such as specific research, into the target concept.

The cell assures coordination with activities external to the Centre, including Eurocontrol Directorates, Domains and Units, the European Commission, Airspace Users, ATM Service providers and manufacturing partners, professional associations and industry representative bodies.

The target research concept for 2012 has been developed through the Cooperative Air Traffic Management project C-ATM (High Level Operational Concept), receiving full endorsement from the C-ATM User Group, which comprises major European Airlines and Air Navigation Service providers.  The next task is to complete the detailed Operational Service and Environment Definitions (OSED) which will provide clear guidance to validation.  Currently our SSP, NCD and APT research areas are participating in the OSED task.

Together with the Research Areas, System View will work towards developing a research and validation programme based on the operational concept, integrating current and new research tasks.

SVC will also coordinate cross domain projects and activities that directly support our validation programme ensuring feedback with other Eurocontrol activities such as OATA and the associated Concept and Validation teams.

The following specific objectives provide focus for System View activities:

·         Development and coordination of the “operational concepts” for 2012 and 2017;

·         Identifying and managing the associated validation needs of the proposed concepts;

·         Developing and evaluating quantifiable business measures and performance targets;

·         Undertaking safety hazard analysis of the concepts and set appropriate target levels of safety;

·         Developing and managing cross domain validation programme for the research concept;

·         Coordinating the above with internal Research Areas and external stakeholders;

·         Undertaking studies and workshops supporting the Centres concept & validation activities;

·         Inputting into the evolution of the Agency’s Logical ATM Model programme (architecture).

Where appropriate, SVC activities will link with similar tasks in SESAME.  In particular, focus will be on achieving greater cohesion and alignment of operational concepts and the related performance and business activities.
