Pathway to the future - 2004 Activity Report

Taking into account the Provisional Council’s objectives, States’ declared priorities, the impact of the accession of the European Community to EUROCONTROL, together with consideration of the trends in the external environment, the Agency has recently articulated itself along the following 4 key strategic themes:

·         Co-ordinated management of specific Pan-European functions: based on the principle of centralised functions to exploit the economies of scale and complementing national functions, functions such as CFMU and CRCO continue to be provided at European level.

·         Provision of regional services: as requested by Member States provision of services such as MUAC and in the medium term CEATS UAC.

·         Support to regulation: exploiting pan-European operational and technical expertise, develop requirements to support regulatory activities.

·         Co-operative network design: the strategic planning, research and development, co-ordinated programme implementation and advanced training over the medium term for gate-to-gate system performance improvement.

In 2004, SESAME an overall joint EUROCONTROL - European Commission programme was launched aiming at developing the Master Plan for the successful implementation by 2020 of a high-performance European ATM Network to meet Single European Sky objectives. This programme will considerably influence the Co-operative network design axis.

One of the objectives of SESAME is to establish a strong and focused link between research, validation, development and finally implementation with a high level of participation by all Air Transport Stakeholders.

In that context, the mission of the EEC being to play a leading role in the research and development within this Co-operative network design axis, a major strategic objective of the EEC, in 2004, was to align its Work Programme with this emerging ATM Master Plan, which resulted in the following revised structure:

 

 

In 2004, significant successes were achieved in each of these axes. The Activity Report details these key achievements. For readers who are in a hurry, the "KEY RESULTS" chapter of this report starting on page 12 is self-contained and provides a quick overview of major results obtained by the EEC in 2004.
